Is tattoo lou's a good tattoo parlor?

ok i am 15 and want a belly button ring. I alredy called tattoo lou's and they do belly button rings for minors if they have parental consent, which I do. so i wanted to know if this is a good tattoo place. clean and sterile and all that?
