If you are 99% sure of the guilty child do you punish them or let them off on the 1% chance of being wrong?

Tough choice. I would lecture ALL of them & maybe one person will tell on there sibling or the child who actually did it will finally tell the truth. Tell them if they don't tell the truth & you do end up finding out the punishment will be way worse.
