Is there a way to delete people on facebook who have deactivated their accounts?

I stupidly accepted a friend request from a fake person who I later found out is an enemy who is trying to gain access to my photos, posts and information. What this person has cleverly done has deactivated his account so I can't delete him as a Facebook friend. He reactivates his account whenever he thinks I wouldn't use Facebook (while I'm sleeping or at work) to see what I have been posting and deactivates it again. Is there a way to delete people on Facebook who have deactivated their accounts?
